Website PDF Files not Downloading with Windows

Hi,

I run a website that offers free PDF downloads.  It appears Windows users are experiencing a problem when downloading: they're not seeing the PDF files.  On my side (WooCommerce), it shows they downloaded it but on theirs, they receive a notification from my e-store they've reached their download limit.  This leads to much dissatisfaction and loss of confidence in my website.  

I wonder if there's some sort of security setting in Windows that's interfering with the download?  Unfortunately, I use a Mac and cannot reproduce the problem.
