Volume is maxed out but audio is still way too quiet

I turned on my old laptop after a long time and tried watching YouTube, but the sound is barely audible even with the volume slider all the way up. I'm fairly sure the speakers aren't blown, and in the sound settings, the blue level bar never goes past a certain point no matter how high I push it.

I've already tried changing the bitrate, turning audio enhancements on and off, and messing with spatial audio settings. Nothing makes it louder. It's running Windows 11 on a Ryzen 5 with a GTX 1650 and 8GB of DDR4.

Anyone know what could be causing this or how to get the volume back to normal?
