USB devices losing drivers. W11

Hey, i just recently ran into this issue. Where certain USB devices, Namely those who access or stores files. Such as a MP3 player or a USB flash drive. They lose their drivers and while they still function as a power outlet. I a cannot access any of the files located on the drive. Thou it hasn't affected any other USB device. My mouse, keyboard, head set and all that works perfectly. Even the dock for my headset still works fine. Just my mp3 player, USB flash drive and my usb dvd player refuse to show up. 

Now, on the device manager, these devices are in the list. But are showing up with a code 28 error.

The devices themselves are a 

Mechen M3 MP3 player. 

Not sure what the  is model for the DVD but its a Logetech device. 

and the Flash drive is a flash drive i got with my motherboard from MSI. One intended to be used for flashing the bios. As this computer of mine is a custom built one i made. 

That said, before you ask.

Yes i tried all the other usb outlets.

I can confirm the issue isn't the devices as they work on another computer.

I have ran the hardware trouble shooting service threw cmd. 

And i messed around for hours in the device manager. uninstalling various device and reinstalling them in hopes this fixes the issue. I even messed around in the power settings to ensure they were not turning it off. 

The only other thing i can think of is an issue with the windows update. As windows update has been very buggy as of late. every major update bugs out and dose not properly install. Typically i would restart my computer only for it to Skip installing the update. Or it would attempt to inst al it only to fail and revert back to previous version.

The last time i had this issue. Windows update told me to try again later. But by the time i tried. It told me their was no update to install. That said i tried to reinstall up the updates but after waiting an hour for it to download. It then Failed to even attempt to install it. skipping straight past to motherboard loading screen then windows. 

so any ideas? as right now any device that gives me an external drive Fails to work.
