Dealing with persistent unwanted keyboard layouts in Windows 11 can be frustrating, especially when they keep reappearing despite manual removal. Since you've already tried removing registry entries in HKEY_USERS\.Default\Keyboard Layout\Preload but the layouts return after reboot.
