Power on the PC, and as soon as Windows starts booting, hold the power button to force a shutdown. Repeat 2–3 times.
Windows should automatically enter Recovery Environment (WinRE).
In the Recovery Environment:
1. Try Startup Repair first. I doubt this will work though, since the problem is between the OS and your CPU, so:
2. Try System Restore - if you have restore points. Roll back to an earlier restore point.
3. Don't install the update again - turn off Feature Updates.
If the above fail, you'll have to create an installation media using the Media Creation Tool and try to do an in-place upgrade (keep your files and programs).
