Unable to Scroll by Clicking Scroll Arrows in Windows 11

1.Check Mouse Functionality:
Ensure that your mouse is functioning properly. Test it on another computer or use a different mouse to see if the issue persists.
2.Restart Your Computer:
Sometimes a simple restart can resolve temporary glitches.
3.Check Application/Window Focus:
Make sure the application or window you are trying to scroll has focus (is the active window).
4.Adjust Mouse Settings
Check Mouse Settings:
Go to Settings > Devices > Mouse.
Ensure that the settings are configured appropriately. You can also try to disable and enable the scroll wheel options.
5.Update Drivers
Update Mouse Drivers:
Right-click on the Start menu and select Device Manager.
Locate Mice and other pointing devices.
Right-click on your mouse device and choose Update driver.
Select Search automatically for updated driver software.

I was able to resolve my scrolling issue in the Mouse settings using a setting called "Scroll inactive windows when hovering over them". It is about halfway down the mouse settings page under the "Scrolling" heading, and it seems to have restored my ability to scroll the start menu with my mouse wheel.
