Trying to reset the recycle bins
I've tried to delete/reset the Recycle bins for every drive using this command:
rd /s /q <drive>:\Recycle.Bin
It works for every drive but I get an error on Drive D: Any idea how to delete this? Some of the other drives also had extra folders but they deleted without problem

/r for recursive
However your Windows is probably infected and you probably won't be able to delete it.
Because Windows is overarching you won't be able to find anything wrong even if you install an Antivirus.
You will need to get a clean Live Linux, and run GPT partition repair or at the least NTFS file system repair from a Linux OS and run ClamAV.
The problem becomes much larger. The Antivirus industry been taken over and ineffectual.
I had a similar problem and migrated over to Linux ATM. There are a number of different viruses and Trojans, doing single or few tasks to wear down Windows Security. By themselves they aren't very dangerous, but together they are like lockpicking the lock from about 7 different angles.
One of them involves impersonating fonts. It might be a clue(!). Some of them use "Google Update" name with numbers to hide among schedule tasks. You should delete those.
I ran some of the files through Virus Total, but they seem to be stonewalling. They noticed at first then when you come back get registered as nothing detected, but analysis shows some very disturbing activities.
