Transferring digital Windows 10 license to new Windows 11 desktop
The Windows 7 key is not the activation method; Microsoft treats the free upgrade as a digital license. That license appears linked, but the Activation troubleshooter does not offer the PC, so it cannot map the entitlement to the hardware change. The account device list does not prove transfer eligibility. Confirm the new PC runs Windows 11 Home, since Home cannot activate Pro, and use the same Microsoft administrator account. Verify the old PC’s Activation page says its license is linked. Then run Settings > System > Activation > Troubleshoot > I changed hardware on this device recently. Microsoft’s reactivation process does not require Windows 10 first, so do not erase Windows 11 for that workaround. Because the device list is empty, give Activation Support the exact error code and request a license-history review. If Microsoft cannot restore the entitlement, purchasing a new Windows 11 license is the supported fallback.
