The failed 25H2 installation and restart-after-shutdown symptom may be related, but 0x80070002 alone does not identify one cause. Because holding Shift permits a full shutdown, test the Fast Startup path separately. First open Settings > Windows Update > Update history and record the complete error. Run the Windows Update troubleshooter, restart, disconnect USB storage or docks, and retry. Next, open Command Prompt as administrator; run DISM.exe /Online /Cleanup-image /Restorehealth, then sfc /scannow. If the update still fails, perform a clean boot and retry once. For shutdown testing, run shutdown /s /t 0. If that powers off correctly, temporarily turn off Fast Startup under Control Panel > Power Options > Choose what the power buttons do, then test normally. If both symptoms remain, use Settings > System > Recovery > Fix problems using Windows Update > Reinstall now; it repairs Windows components while preserving apps, files, and settings.
