Strange W11 Screen

When I startup my W10 pc and just after sign in I get this wierd screen I am sure is some kind of virus or something. I just don't think this is MS generated.  If I unplug my network and sign in it goes to the normal desktop. When I first encountered this i did the download and it updated my pc to W11 but the menu/task bar was very intermittent. It would not work but after tapping the Win key several times it might work or not and could not click on some desktop icons and would work on others. I have tried restoring the drive from a known good W10 image and same thing, I did many things to correct this but nothing worked.  If network is plugged in I get this after entering PIN. Same thing if I start up on WiFi.
