Start Up Overlap

Hello, I've been having this issue for some time now but just pushed through because it doesn't always happen. 

On start up, it starts as expected, going from the lock screen to password screen to enter my PIN. I enter my PIN and it takes a minute to load. After a while loading it just goes straight back to the lock screen. No error code, nothing to indicate the cause. I go through the same process, but this time I enter my pin and it goes to the screen shown below. An overlay of the lock screen and password screen. It usually works again if I restart my laptop and it will unlock first time. I have reset windows on my laptop twice already and tried using a different drive for the windows install. I’m at my ends whit with it and looking for any advice?
