Snipping Tool - Mandatory Overlay
Starting today, seemingly out of nowhere, Snipping Tool updated and removed the option in settings to disable the overlay. Now, the overlay is mandatorily on for both partial screen captures, full screen captures, and snipping. There is no way to snip or capture without the overlay open, which means every screen shot I take is now color distorted and dimmed, ruining anything with color in it. Reinstalling the app did not work, and it's impacting all Windows 11 screen capturing for me. Anyone else having this problem?

I had the same issue and waiting for the next update.
Use the Feedback Hub app built into Windows 11 to report this problem directly to Microsoft. The more feedback they receive about an issue, the more likely they are to address it in future updates. Be sure to mention the impacts it's having on your workflow.
