I was having the same problem on a beta build of Windows 11 24H2, and I was able to resolve it with turning on "Show recommended files in Start, recent files in File Explorer, and items in Jump Lists" in Settings > Personalization > Start.
Ensure your system is fully updated, as patches may resolve known issues. Go to Settings > Update & Security > Windows Update, and check for updates.
