SCP prevents file from moving a file from Linux to Windows

When trying to use SCP to copy a file from Linux to Windows in a terminal, the command stalls at the copy ?

      Why doesn't SCP work ? 

      I've been on this issue for a long time with no answer. And although I've been suggested WinSCP there was no clear reason as to why I should use this over native SCP command ? 

      I was informed that there may be firewall blocking although I've checked this, everything was open. Then I was informed there is a network issue, could that be another reason why native SCP command doesn't work ? 

      The less overhead of tools I have to install in Windows the better.
