I also encountered the same problem. The Windows 11 boot disk made by Rufus was always not recognized. Later, I switched to WinBootsMate and it was solved in one go.
If you are tormented by Rufus like me, you can try this. I really recommend it!

Your PC needs TPM 2.0 for Windows 11, but Rufus can bypass it. If your USB isn't bootable, ensure you select "GPT" for UEFI or "MBR" for Legacy BIOS in Rufus. Check boot mode in BIOS matches USB type. and affordable Windows 11 Pro keys, check Hyp estKey, a trusted Microsoft partner.
