I also encountered the same problem. The Windows 11 boot disk made by Rufus was always not recognized. Later, I switched to WinBootsMate and it was solved in one go.
If you are tormented by Rufus like me, you can try this. I really recommend it!

Memphissin Rufus might not support certain file systems, such as FAT32. Try using a different file system like NTFS or exFAT. If Rufus still not working on your Windows computer. You can try Etciher. This is my go-to alternative to Rufus. As an open-source tool that's available for Windows, macOS, and Linux. It's super easy to use and can create bootable USB drives from ISO files in no time.
