RTX 5070 Ti black screen only on Windows

I have an ASUS TUF RTX 5070 Ti that loses video when the NVIDIA driver loads on clean installations of Windows 10 and Windows 11. Windows works with Microsoft Basic Display Adapter, while the same GPU is fully stable on Ubuntu with the proprietary NVIDIA driver, Vulkan games and GPU stress tests.

I already tested different drivers, DDU, HDMI and DisplayPort, two monitors, both GPU BIOS modes, PCIe Gen3 and Gen4, different SSDs and a new ATX 3.1 power supply.

Has anyone experienced this Windows-specific problem with an RTX 50 series GPU?
