I've an update: after tinkering with some group policy settings, it turns out that only the static images are being affected now. For example, playing a video picture in picture means that the area of the screen where the video is showing, or full screen video is unaffected anymore. In fact, any other moving elements are now unaffected, while static parts of the image are being affected by the glitch. Is that a clue? Enabling or disabling bitmap caching in the client makes no difference.
