Reducing Multiple User Account Control Dialogs by Minimizing the Second One When Making a Change

After installing version 23H2, I noticed a new behavior when making changes such as modifying the DNS server assignment in Settings. Upon confirming the UAC dialog with "Do you want to allow this app to make changes to your device," another identical UAC dialog pops up, but this time it is minimized to the system tray. I need to click the icon in the system tray to expand the dialog and then click "Yes" a second time. This issue did not occur before the 23H2 update. Any advice on how to resolve this problem?
