Rare overvoltage damage causing non-functional USB ports

My Windows 11 PC recently suffered what I believe is a rare overvoltage event, and now all of my USB ports have completely stopped working, regardless of which device I plug in. I have already tried reinstalling drivers, checking BIOS settings, and testing different power sources, but nothing has revived the ports, so I am hoping to find out if this is a motherboard-level failure or if there is any possible software fix I may have missed.

    Press and hold the power button for 30 seconds to discharge residual power.
