Problem With "apps" opening as "background processes"

High CPU, RAM, or GPU usage could cause applications to hang or not open properly.
Everything is within acceptable parameters. I don't know what that screenshot is from. I don't even know how my question on the windows 11 forums got posted here. The TC must of posted it here for me, not sure why he added that pic in.
