Problem only happens when connected to a certain charger
My laptop only exhibits this issue when plugged into a specific charger, but works fine with others. The problem is consistently reproducible with that one charger and never occurs with any other power source.

Buy a new charging cable (if it's a USB-C charger with a detachable cable). The brick itself might be fine; just swap the cable between the brick and the laptop.
Ensure the charger provides the correct voltage and amperage as specified by your laptop manufacturer.
Even if the specs match, internal wear or damage can cause the charger to output unstable or "noisy" power. The laptop's power management system detects this instability and may limit performance aggressively to safeguard the internal components.
