Printer deployment via GPO

I am trying to deploy a printer to some Windows 11 hybrid-joined devices. These are all desktops and I want to deploy the main printer for that office to them all. The printer is managed by a print server.

I've been testing the GPOs. I can create a per-user one which does exactly that, but I want it to be a per-device policy (i.e. apply to everyone who logs into these computers when they are using them, but not if they log in at another site). The per-device policy doesn't allow adding of shared printers - and I don't want to address it directly by IP as the defaults are set up how I want them on the print server.

Any suggestions? Or can this simply not be done?
