PC sometimes boot faster after being completely powered off
I have noticed that my PC sometimes boots up faster when I start it from a completely powered-off state compared to when I restart it from Windows. This seems counterintuitive because I would expect a cold boot to take longer, so I am trying to understand what might be causing this inconsistency and whether it indicates a deeper issue with my system.

A "Restart" does a full, fresh boot from scratch, while a "Shut down" (by default) does a hybrid hibernation. So when you think you're doing a "cold boot," Windows is actually just waking up from a deep sleep, which is faster than rebuilding everything from zero.
The Windows kernel and your loaded drivers are saved to a file (hiberfil.sys) on your hard drive. When you power the PC back on, it simply reloads this saved state, which is much faster than starting everything from scratch.
