One core (out of 20) always running at 100% since 2023-12 update
Same situation following a clean boot, one core running at 100% all the time.
Not there following a boot into safe mode.

The only update that was in the list of those available for uninstall was a security update. Uninstalling it did not change anything.
The 2023-12 update (KB5033375) was not in the list of updates that could be uninstalled.
I believe the problem started just after the 2023-12 update was installed.

One thing I noticed is that starting or stopping an app such as Excel, PowerPoint, Thunderbird or Chrome causes a switch in which core is running at 100%, The change in core happens about the time the app finishes displaying its window.
Starting other apps such as Explorer, NotePad++ or KeePass does not cause a switch in which core is running at 100%.
