Old Windows Updates taking up too much space

As of the writing of this post my 1 TB dive has 300 GB free with 628GB of space being used, of that 628 340 GB is just "System & Reserved" shown below.

I have already gone through the usual suspects, disk clean up (admin level), clearing out all temp items, bin, downloads, to checking items that have had past reports like system protection for OS (which was at only 2% and using 4 GB) After installing TreeSize I discovered this.

Over 200 GB of past updates still in the installer folder that are not being properly removed or even picked up by the cleanup tools. In short I need help with the following. Any TRUSTED code, program, or command that can PROPERLY show safe to delete "Installer" files and once shown the safe to remove files, any TRSUTED code, program, or command that can safely and properly delete the files listed as safe to delete.
