Office 2016 - reinstalling from Windows 10 to Windows 11

I have a laptop running Windows 10 with Office 2016 installed. I bought a new laptop with Windows 11 and want to uninstall Office from the old one and install it on the new one, but I’m unable to do so. When I download the installer and try to run it as an administrator, I get a message stating that the Windows edition I am trying to install on is not a Volume License edition. What should I do?
