Make sure that Fast Startup isn’t causing this. Sometimes, it can interfere with sign-in/out behavior. Go to Power Options > Choose what the power buttons do > Change settings that are currently unavailable, then uncheck "Turn on fast startup." Restart and see if the problem persists.
