My PC won't shutdown properly or take a while to bootup (with new case)

So recently, after I bought a western digital n71000 nvme 1TB, whenever I have it slotted in the PC won't shutdown fully, like the RGB and fans would still running. I tried all the fixes like powercfg off, Erp enabled, fast startup(I don't see this option in my window 11 actually), updated everything from driver to bios, but no dice. i have to hold the power button on PC to shut it down.

Funny enough, Yesterday when I was about to take it to the hardware shop to buy a 4000d frame Corsair case, it did turn off properly, like a child who started behaving when they heard they were gonna go to the dentist.

But after I bought the new case, asking the store to cleaned dust on my components, bought new fans and what not. Now the shutdown problem is back. And it has another one. Whenever I turn on the PC, it would have the fans turned on, but take like 30s for the RGB on the fans to turn on, which is when the PC finally bootup. (Oh, and when I turn on the PSU for the case or hold the shutdown button to shut it down, the RGB new fans fans flashes for an instance like those short-circuit lights)

main: Gigabyte B560m Aorus pro

CPU: i7 11700

GPU: gigabyte 5060ti

Ram :32gb

I have 3 Kingston Sata SSDs

Fans are 7 fans of Jungle Leopard Prism 6pro

cooler master mwe gold 750w

Just wanna know if there's another magical solution I can try before I contact the warranty for my ssd. Or maybe the problem could be not on my ssd end and something else
