My pc doesn’t open any apps or turn off

I turned on my pc on Friday it worked fine, then when I went to turn it off via the power button on the screen it didn’t do anything so I tried a couple more times it didn’t work. So I turned off with the power button on the actual pc and then I turned it on Monday it does turn on but it doesn’t turn on any apps no matter how long I wait and it doesn’t want to turn off.
