My iPhone screen not responding to touch after restart, any suggestion?

Haha, I have tried this method before, wiping the screen with a clean cloth, thinking that such a simple operation might be able to solve the iPhone screen not responding to touch problem. But in the end, it didn't work at all! Maybe my problem is more like a system bug, not a dirty screen problem. Have you tried this method? Have you come across any other more effective solutions?
