The Compatibility tab you're looking for in the file properties is usually available for executable files (.exe). However, video files (like MP4, AVI, etc.) won’t have a compatibility tab because they are not executable files. That's why it's missing. The admin control suggestion you found refers to running programs, not file transfers, so that might not apply here.
