Multiple language setting issues

The display language, keyboard layout, preferred-language order, and sign-in screen are separate settings. Changing the keyboard layout does not change the Windows display language, and Windows applies a selected display language after a sign-out. Decide whether Ukrainian is meant to be the permanent Windows interface language or only an input language; Windows should not change the interface merely because an English keyboard is selected. In Settings > Time & language > Language, keep both languages installed, choose the intended Windows display language, then sign out and sign back in. Configure the input method separately from the taskbar language indicator. Some interface elements can remain English if an app lacks language resources. Avoid repeatedly removing both language packs or editing registry values. If the interface still changes after sign-out, test a new local account to distinguish profile-specific configuration from a device-wide issue.
