I am getting the exact same issue. This started after I updated my PC with KB5040442 and KB5039895

Do not worry and this just warning. You can ignore this warning!
If you can disable logs in Event Viewer rather disable Windows Device Setup Manager Service. I prefer leave this alone and just disable in Events Viewer not harm!
Open Event Viewer and open Applications and Services Logs > Microsoft > Windows > Device setup manger disable both logs and please see below the picture.
    It up to you!

Event 131 errors are typically related to issues with the Device Setup Manager (DSM) in Windows. The DSM is responsible for managing device settings and configurations. To troubleshoot Event 131 errors, you can try the following steps:

    1. Check the Event Viewer logs for more detailed information about the error.
    2. Run the System File Checker (SFC) tool to scan and repair corrupted system files.
    3. Update your device drivers to the latest versions.
    4. Check for any conflicting hardware configurations and resolve them.
    5. Run a registry cleaner or use the built-in Windows Registry Editor (Regedit.exe) to check for any issues.
    6. Restart your system in Safe Mode to isolate the issue.

If none of these steps resolve the issue, you may want to seek further assistance from a Windows expert or Microsoft support specialist.
