LIveCaptions cannot disable or get rid of this junk

I bought new Dell laptop and now LiveCaptions message keeps showing up across top bar and cannot be disabled or uninstalled. I went into Accessibility in controls panel and also tried the gear setting on top right of the top bar to no avail. I have contacted Dell where I bought the laptop and also Microsoft Support who didn't know a clue and only asked me to go to this forum. I have issued two service tickets and not heard from anyone.

The LiveCaptions bar pops up when booting up and is also prompted at certain intervals when running apps or something which I cannot ascertain.
