KB5089549 update causing system startup/shutdown issues and Update Container failures

OS is Windows 11 Pro for Workstations and enounter below symptoms after installing KB5089549

CPU: AMD Ryzen Threadripper PRO 9955WX

Motherboard: Asus Pro WS WRX90E-SAGE

Here are the specific symptoms I have encountered:
