Same, but a different error code (0x8007371b). And on a completely fresh Windows 11 installation.
Tried almost everything mentioned here, but to no avail.
Windows update troubleshoot also finds that something is wrong, but unable to solve it.
Update,
Just did an in-place upgrade using windows ISO, and the last update was able to install properly.
KB5046740 had the same installation error as KB5046617 in my case.
So apparently, after trying all the recommended fixes unsuccessfully, the only solution was this.
