KB5046617 - Failed to Install repeatedly

I'm getting very frustrated at the time I've wasted trying to install this security update, following all the advice about running troubleshooters, clearing cached existing update files, running sfc etc. My computer is retrying the update frequently, seriously wasting network bandwidth. Generally I'm seeing error 0x800f0991 but, even with the standalone installer I get a similar late stage failure. This is giving error 0x800f0983 after trying for some time to install the update. From the number of reports online, Microsoft has obviously messed up this one badly and should issue a revised version that will actually work.
