KB5028254 Update not working

Good day,

since some time Windows 11 reports that the update KB5028254 can not be installed.

The installation always stops at 25%.

The solutions I have found on the Internet also do not solve the problem and seem to have their own problems.

I've tried to run "DISM /Online /Cleanup-Image /RestoreHealth" in the terminal (with administrator rights), but nothing happens, even after waiting a few hours (!):
