Is there a way to make shortcuts in Windows 11 work like this?

I want to change how my shortcuts work in Windows 11. Is there a setting or method to do this?

    Press the key combination you want (for example, Ctrl + Alt + N).

    Choose either Remap a key or Remap a shortcut and follow the prompts to add your custom mapping.
