Is it safe to shut down using the shutdown /s command?
Due to concerns that the latest Windows update may have issues, I have disabled automatic updates in the service (the current system is 24H2). As shown in the figure, the system still displays normal shutdown and restart options, but I am concerned that these options will force the installation of updates.

Since you've disabled automatic updates, your system should not install updates unless you manually check for or trigger an update.
