Windows 11's firewall might block the sharing or routing:
Open Windows Defender Firewall.
Click Allow an app or feature through Windows Defender Firewall.
Ensure File and Printer Sharing and Network Discovery are enabled for private networks.
Also, check Inbound Rules for Routing and Remote Access and File and Printer Sharing to be enabled.
