I have Administrator rights but can't turn on location services...HELP! ;-)

My account shows that I have administrator rights, but Location Services is greyed out. How can I get that working? I'm not 

tech-savvy, so I'm not very good at searching, or at least finding the right

words for the question.  Thanks!
