I can't get previous version /shadow copy to work in 11

Hello,

Maybe I'm forgetting something but if I got to file explorer in Win 10 previous versions of files work without issue.  In 11, I went to services and enabled it but I can't find any previous versions of files.

I went to control panel and recovery and configure system restore and turn it on for the C: drive - still can't see any previous versions of file even if I edit ones afterwards.

Update - I went to File history and it says no usuable drives were found - this is the same PC I ran Windows 10 on and shadow copy on without issue.  I didn't have any additional drives, controllers or anything else.  Same motherboard same hard drive.
