Your PC boots to BIOS (not Windows) for one fundamental reason: the BIOS cannot find a valid, bootable operating system on any connected drive. This usually means one of three things:

  1. The boot drive is not being detected at all 
  2. The boot order is incorrect 
  3. The drive's partition style doesn't match the BIOS mode
