I had the same problem with Chrome browser. These steps worked for me but there were slight differences in the menus for the two windows PC I use. This is what if did on the one with the pop ups. I selected the three dots on the upper right side when in Chrome, then "Delete Browsing Data", "Basic or Advanced", "Cookies and other site data". Next to "Time Range" from the dropdown menu I selected "Last 7 days". Then selected Delete Data. This fixed my issue with the pop ups'. Thank you for inspiring me on how to fix the issue.
