How to make a bootable Windows 11 for 23H2?

To reinstall Windows 11 23H2 without upgrading to 24H2, follow these steps:

1. Download Windows 11 Media Creation Tool:
   • Go to the Microsoft website and download the Media Creation Tool.
2. Run the Tool:
   • Open the Media Creation Tool and accept the terms.
   • Choose Create installation media (USB flash drive, DVD, or ISO file), then click Next.
3. Select Version:
   • Select the Windows 11 Home version (make sure it’s 23H2 and not the latest 24H2). If you’re unsure, choose the default options for language and architecture.
4. Choose USB Drive:
   • Insert a USB drive (at least 8GB) and select USB flash drive.
   • Click Next, then select the USB drive from the list and proceed.
5. Create Bootable USB:
   • The tool will now download and create a bootable USB for Windows 11 23H2. Once it’s done, you can use it to reinstall Windows.

Just make sure your PC is set to boot from USB, and you’re good to go!

You can go to Microsoft's official website to download the ISO file of Windows 11 23H2, select "Create installation media" when using Media Creation Tool, and then write the ISO file to a USB drive, so that you can create a bootable USB drive. 

You can use the Windows 11 installation assistant to download the ISO file of 23H2. When installing, select "Download the tool now", then select "Create installation media" in the tool, and write the ISO file to the USB drive.

You can only download Windows 11 24H2 ISO from Microsoft website now. However, there are third-party websites that host 23H2 ISO as archive. However, it is not recommended to do that as it is not safe!

You can download the latest ISO file from Microsoft site.

Microsoft provides only latest version ISO file on public website, hence you won't be able to get 23H2 ISO from there.

If you've paid Visual Studio subscription, you can download Windows 11 23H2 ISO using that.
