How to make a bootable ISO from VHD file on Windows 11?
The general recommendation was for the user to just copy the files into any image creation utility and write to an ISO file. So, I chose an iso editor program, copied all the files/directories from the mounted VHD drive into PowerISO and save to a new ISO file.
However, this ISO image isn't bootable. It can take a boot image and put that in the ISO file, but I don't know where to obtain this boot image. How can I create a bootable ISO image that starts out its life as a Rufus-created VHD file?

Re-image the bootable USB as a new VHD and try again.

Download Windows 11 ISO from ISO and do it again.

The VHDs are virtual hard disks, so you need to copy the partitions one byte after one byte!
