reynaldor if PC Health Check passes, but Windows Update shows that message, you need to run the "Microsoft Compatibility Appraiser" task manually
https://support.microsoft.com/en-au/windows/how-to-check-if-your-device-meets-windows-11-system-requirements-after-changing-device-hardware-f3bc0aeb-6884-41a1-ab57-88258df6812b#:~:text=Refresh%20using%20Task%20Scheduler&text=Using%20the%20left%20navigation%20pane,it%20will%20show%20as%20Ready).
Task takes a few minutes, keep refreshing until status goes from Running to Ready. Then go back to Windows Update and check for updates again.

reynaldor I'm having this same problem. My year-old Dell laptop came with Windows 10 (a downgrade by choice), and soon after I got it, Windows Update changed from offering me the Windows 11 Update to showing the message about not meeting the minimum system requirements, which was clearly wrong. I just ran the PC Health Check, and it confirms this, saying "This PC meets Windows 11 requirements." Have you found a solution?
