I met this error a couple of days ago when I was trying to install Windows 11 on an old laptop that CPU is not supported by Windows 11. Fortunately, I managed to fix this error using the Win-Boot-Mate app suggested by this community member. Once I made a bootable Windows 11 with the app, the error (This PC does not meet the minimum requirements for Windows 11) is gone during the installation process.
